The first case is from local roads in Pennsylvania, and the experience of the PennDOT Local Technical Assistance Program (LTAP) in assisting municipalities with these studies. Pennsylvania state regulations prescribe the types of studies that can be performed on local roads, including using the 85th percentile speed or using a safe running speed. The focus of the discussion will center on the safe running speed, the techniques to apply it to local rural roads, and how does it compare to the use of the 85th percentile speed approach. The safe running speed is a unique approach to establish speed limits, and can vary significantly from the 85th percentile speed data. The second case study is from the Road Commission of Oakland County, Michigan, and will discuss issues with determining speed limits for gravel roads in the County. The presentation will discuss the constraints of current state law, on when and how these gravel roads can be posted including the methods for conducting gravel road speed studies. Additionally, this session will discuss a recent study conducted on gravels roads in Oakland County comparing driver operating speeds when gravel roads were unposted to when posted with a 35 MPH speed limit. In this new technical brief, Institutionalizing the Safe System Approach in Local Road Safety Plans, local agencies will find a roadmap to help them navigate through the process of incorporating the Safe System Approach into Local Road Safety Plans while meeting SS4A federal grant requirements. The brief describes 16 tenets to help local agencies integrate these concepts and programs, with the goal of achieving Vision Zero. The nighttime fatality rate on the Nation's roadways is three times higher than the daytime rate. Urban areas usually have streetlights near schools, parks, transit stops, sports complexes, and the like to help illuminate pedestrians, but what are other effective safety countermeasures, including for rural areas? Streetlights, although highly effective, can come at a price. FHWA will host an Innovation Exchange Webinar with subject matter experts to discuss options for increasing nighttime safety.
