The revision adds "technology to fuel a zero-emission vehicle" as an eligible joint development improvement under FTA programs. If FTA funds are used for the construction, maintenance, or operations of equipment used for privately-owned zero-emission passenger vehicles, the recipient must collect fees from users of the equipment. Joint development projects involve a collaboration between a transit agency and one or more partners to build dense, walkable, mixed-use development on real estate it owns as part of its transit system.
